A new chapter for Belfast city centre begins.
This is a major opportunity to bring new life back to one of the most historically significant parts of Belfast city centre.
Our vision is for a new residential neighbourhood where people are at the heart of the design: a place with new homes; new streets; new public spaces; and new activity – building on and enhancing the past to help shape Belfast’s future.
Located between Royal Avenue and Donegall Street, the proposals aim to create a welcoming and attractive part of the city centre that celebrates its special features and characteristics.

This consultation sets out our proposals for a new place to live, work, visit and spend time in the heart of the city.
We are sharing our current proposals to create a new neighbourhood, while respecting the history and character that makes this part of the city special. We look forward to hearing from you and using your feedback to shape the plans as we continue to develop our proposals.

Academy Street consultation
As part of our consultation on proposals for a new residential neighbourhood between North Street and Donegall Street, we’re holding a focused event to share our proposals for the Academy Street part of the site.
Join us at our consultation event:

- On: Wednesday 26 August 2026, 3pm – 7pm
If you can’t join us, this consultation website will have all of the information available, along with an online feedback form, from 26 August – 25 September.
On Academy Street, we are proposing co-living accommodation, where residents have their own private living space alongside shared facilities such as lounges, workspaces and social areas that encourage a strong sense of community.
For this part of the North Street – Donegall Street development, we are proposing:
Approximately 150 co-living homes
Up to 15 storeys
Ground floor commercial space
